The McCarthy Report and Legal Issues in Public Agency Rationalisation, August 2009 The Report of the Special Group on Public Service Numbers and Expenditure Programmes (the “Special Group”) has opened up debate on the most economically efficient means of delivering policy objectives across a range of areas. We have entered a period of analysis of the Report, in advance of imminent decisions by Government on its implementation.
